The draft re:code LA Zoning Code Evaluation Report (Code Evaluation) outlines the direction and key provisions for the structure of a new citywide zoning code and recommends a comprehensive set of land use regulations to implement the City’s General Plan and other long range planning goals. In addition, the Code Evaluation will guide the development of a Downtown Code, and a new, first-of -its-kind web-based code.

Lifestyle Center

On June 25, 2014, a motion was made by  Council District 7(Fuentes – Huizar) instructing the Planning  department, with the assistance of the Economic and Workforce Development Department, and in  consultation with the City Attorney and Council District 7, and representatives from the appropriate County and State agencies, to prepare a report on the creation of local financial and land use incentives for the development of Lifestyle Centers. To be known as “Lifestyle Centers”. Lifestyle Centers attempt to combine commercial, housing, and community spaces into a comprehensive design environment that encourages livable and sustainable neighborhood development.

Executive Directive No. 4 – Intergovernmental Relations
Under the City Charter, the City Council and Mayor are responsible for adopting the
official legislative positions of the City of Los Angeles, and the Mayor is responsible for
representing the City in intergovernmental relations and supervising the City’s
intergovernmental relations function.

A unified voice and coordinated strategy are critical elements in ensuring effective
advocacy on behalf of the City. Therefore, communication between the Mayor’s Office
and all other City departments and agencies on legislative matters is essential.
Attached is the current “Procedures Manual for the Development and Representation of
the City of Los Angeles’ Policy and Legislative Positions,” which may be updated
periodically. Adherence to this manual will ensure that the City consistently pursues
intergovernmental matters in a unified and coordinated manner, with the goal of
improving our success in pursuit of our legislative goals.

Accordingly, I hereby direct all General Managers, Heads of Departments/Offices, and
Commissions of City Government to comply fully with the procedures outlined in this
manual and to cooperate fully in developing and implementing the City’s legislative
strategy.

Equine Zoning Information (ZI) File No. 2438

Council File No. 14-0389 On June 23 2014, City Planning reported back to City Council proposal to preserve equine keeping in the City.

Zoning Information (ZI) File No. 2438 (Exhibit B) outlines the required permit process and institutes a procedure (i.e. Equine Keeping Checklist Form, Site Plan, and inspection process) to ensure that the creation of new habitable space does not inappropriately encroach upon equine keeping uses. The ZI clarifies that no permit shall be issued by the Department of Building and Safety (LADBS) for any building that creates new habitable space on lots that are zoned AI, A2, RE20, RE40, or RA and/or are located within an Equinekeeping “K” District without completing an Equine Keeping Checklist form provided by LADBS. This form shall be submitted and/or completed during plan submittal. Properties subject to the ZI File will be flagged on the City’s Zoning Information Map Access System (ZIMAS) and will require a clearance on the Plan Check Inspection System (PCIS) form prior to the issuance of a permit by LADBS.

On June 18, 2014, City Council referred the following to Planning and Land Use Management Committee that affects Council Districts 1, 2, 4, 8, 9,10, 13, 14, 15:

City Planning Commission report, dated May 23, 2014, relative to a proposed Resolution requesting the  Transfer of Land Use Authority of Redevelopment Plans from the Community Redevelopment Agency of Los Angeles to the City of Los Angeles.

New Ordinance – MPD Zone Classification

CPC-2010-3315-CA Council Districts affected: All

PUBLIC HEARING on the proposed ordinance that amends Sections 12.03, 12.04, 17.02, and 17.05 and adds new Section 12.04.10 to the Los Angeles Municipal Code to establish the Master Planned Development (MPD) Zone as a new zone classification to facilitate the entitlement of master planned campus-like or otherwise unified and integrated development projects in the City of Los Angeles.
