CATEGORICAL EXEMPTION, PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT and ORDINANCES FIRST CONSIDERATION relative to establishing a moratorium on the issuance of building and demolition permits within proposed and prohibiting the issuance of building permits for the construction of residentially zoned properties where construction does not meet neighborhood-specific criteria.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

FIND that this action is categorically exempt from California Environmental Quality Act pursuant to Article III, Section 1, Class 2, Category 15302 and Article III, Section 1, Class 8 of the City’s Environmental Guidelines.

PRESENT and ADOPT the accompanying ORDINANCE, dated February 11, 2015, to establish a temporary moratorium on the issuance of building and demolition permits within the following proposed Historic Preservation Overlay Zones: Sunset Square, Carthay Square, Holmby-Westwood, Oxford Square, and El Sereno-Berkshire Craftsman District.

PRESENT and ADOPT the accompanying ORDINANCE, dated March 17, 2015, to establish temporary regulations, which limit the size of new single-family dwellings, on RA, RE, RS, and R1 zoned lots in the following neighborhoods: Valley Village, South Hollywood, La Brea Hancock Neighborhood, The Oaks of Los Feliz, Miracle Mile, Larchmont Heights, Lower Council District Five, Beverlywood, Inner Council District Five, Fairfax Area, Bel Air, Faircrest Heights Neighborhood, Kentwood, Mar Vista/East Venice, and Old Granada Hills.

Mobility Plan 2035 Open House & Five Year Implementation Strategy

The Department of City Planning invites you to an open house on March 24, 2015. Stop by anytime during the event to get information, ask questions, and give comments on the Mobility Plan and its Recirculated Draft EIR (Environmental Impact Report).

The Recirculated Draft EIR and updated Mobility Plan were released on Feb 19, 2015. The Plan reflects three new policies (policies 2.9, 2.16, 2.17) and minor changes recommended at City Planning Commission on November 20, 2014. The RDEIR incorporates project revisions and additional analysis in response to comments received on the Draft EIR released last year. All documents are available to view at: la2b.org/documents or our Planning Dept webpage. The public comment period is February 19 – April 6, 2015. Based on the current timetable, the department plans to present the Plan and Final EIR to City Planning Commission in May 2015.

It is important to note that the comments already received on the Draft EIR will be responded to in the Final EIR. Therefore, if reviewers have the same comments on the Recirculated Draft EIR as they had on the Draft EIR, they need not submit the same comments on the Recirculated Draft EIR, as the comments will be addressed in the Final EIR.

The Deaton Civic Auditorium is a short walk from Metro’s Civic Center/Grand Park Station as well as Metro’s Little Tokyo Station. Bike parking is located in front on First St. Two of the closer vehicle parking lots are located on Aiso Street Parking Garage, 101 N Judge John Aiso St, 90012 ($3 flat rate after 5pm) or Joe’s Parking Lot, 233 S Main Street, 90012 (rate varies).

>Five Year Implementation Strategy
As a precursor to the May CPC hearing, the Mobility Plan draft Five Year Implementation Strategy (Strategy) will be presented to CPC on March 12th The commissioners had asked us to come (before the Plan is in front of them for a vote) to share this draft implementation strategy. The Strategy and staff report will be up on our department’s website and at our la2b.org website later this week The Strategy is still very much a work in progress and we are continuing to work with the various City departments to refine priorities and establish strategic five year milestones. Input from the March 12th meeting will shape the Strategy as we refine it in preparation for the May CPC meeting.

Condition Compliance Unit Ordinance will be at PLUM on March 24

Please note that a proposed ordinance which includes fees to allow the Planning Department’s Condition Compliance Unit to expand its current staffing level and more importantly to cover additional monitoring functions will be scheduled for PLUM Committee on March 24, 2015 at City Hall.

Specifically these new functions will include the proactive monitoring of grants AND inspections of establishments during operating hours to ensure applicants/operators and business owners abide by the conditions placed upon them by the decision makers. This ordinance makes the Planning Department accountable for its approvals but more importantly, it will provide operators with the tools to and objective documentation to support future approvals.

Changes in the Plan for a Citywide System of Neighborhood Councils

Enhanced Infrastructure Financing District (EIFD)

ARTS, PARKS, HEALTH, AGING AND RIVER COMMITTEE REPORT relative to the feasibility of creating an Enhanced Infrastructure Financing District (EIFD) along the Los Angeles River to support restoration and maintenance of the river and river-adjacent communities.

Recommendations for Council action, as initiated by Motion (O’Farrell – Blumenfield – Price), SUBJECT TO THE APPROVAL OF THE MAYOR:

DIRECT the Economic and Workforce Development Department (EWDD) in consultation with the Chief Legislative Analyst (CLA), City Administrative Officer (CAO), and any other entity as needed, to draft and implement an EIFD Establishment Policy directing the process for initiating a study and adopting an EIFD for a general area or project.

AUTHORIZE the Controller to:

Establish a new account 22MXXX entitled River Revitalization EIFD and appropriate $75,000 allocated for consultant and noticing services from a source to be identified by Council District 13 into this new account.

Upon receipt of funds within the newly established River Revitalization EIFD/Fund No. XXX, appropriate therefrom on an as-needed basis.

AUTHORIZE the EWDD to prepare Controller instructions and/or make any technical adjustments that may be required and are consistent with these actions, subject to approval of the CAO; and, AUTHORIZE the Controller to implement these instructions.

DIRECT the EWDD in consulation with the CLA, CAO, and any other entity as needed, to take steps necessary to prepare a Resolution of Intention for one or more River Revitalization EIFDs, including but not limited to determining the EIFD’s proposed boundaries, goals and projects to be funded.

Fiscal Impact Statement: The EWDD reports that the recommended actions request the identification of funds to pay for initiation of consultant studies and noticing provisions necessary to consider a Resolution of Intention for the Los Angeles River. There is no immediate impact on the City’s General Fund. Any future impacts to the City’s General Fund resulting from adoption of an EIFD will be studied and presented in the Fiscal Impact Report required to be adopted by the City Council as part of any Infrastructure Plan if and when an EIFD goes through the public hearing process for consideration.

The film and entertainment industry is one of the most important industries in the City of Los Angeles, the creative capital of the world. The industry generates billions of dollars for the local economy and employ s hundreds of thousands of workers. With the recent passage of California Assembly Bill 1839 (the California Film and Television J ob Retention and Promotion Act), the extension of the City’s Filming Use Fee Waiver , and the creation of the Mayor’s Office of Motion Picture and Television Production, the City must collaborate more closely with and support the film industry . As such, City Departments’ interaction with the film and entertainment industry needs to be consistent, streamlined, and efficient.
