PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT and RESOLUTIONS relative to the adoption of a written report and two revised resolutions to extend Interim Control Ordinances No. 183496 and 183497.

Council action: Adopted – FORTHWITH, (12); Absent: Blumenfield , Cedillo , Parks

1.ADOPT the accompanying RESOLUTION to extend Interim Control Ordinance No. 183496, which prohibits the demolition and the major exterior alteration of single-family homes in the following proposed Historic Preservation Overlay Zones:

Carthay Square Council District 5
Holmby-Westwood Council District 5
Oxford Square Council District 10
El Sereno – Berkshire Craftsman District Council District 14

2.ADOPT the accompanying RESOLUTION to extend Interim Control Ordinance No. 183497, which prohibits the construction of single-family homes that do not meet specific criteria in the following neighborhoods:

La Brea Hancock Neighborhood Council District 4
The Oaks of Los Feliz Council District 4

Mobility Plan Final EIR at CPC on May 28 in Van Nuys

The City Planning Commission hearing for the Mobility Plan and its FEIR will be Thursday, 5/28/15 (and NOT 5/14/15). The 5/28/15 meeting will be held at the Van Nuys City Hall. While the meeting starts at 8:30 I’ve been told that its a very full agenda and we anticipate that the Mobility Plan will be last which may mean after lunch (or even later in the afternoon). As the date approaches we hope to have more accurate information about the start time and will be sure to provide you an update via this e-blast and on our la2b.org website.

While the FEIR and staff report (and accompanying appendices) will be available on-line and at area libraries starting on 5/14/15 (two weeks in advance) the updated Plan and Complete Street Design Guide will be available at la2b.org by the end of this week.

Executive Directive No. 8 – Clean Streets Initiative – Issued April 23, 2015

Executive Directive No. 8 – Clean Streets Initiative

Everyone who lives, works, and visits here in Los Angeles should enjoy clean streets that are free from litter and debris. Our quality of life, our economic prosperity, and our health are all tied to the cleanliness of our streets, sidewalks, alleys, and other public spaces.

The economic recession forced steep reductions in City services related to cleanliness. We now are presented with an opportunity to restore these services in more efficient and more strategic ways.

Accordingly, I hereby create the Clean Streets Initiative. The City will partner with residents, businesses, community organizations, and other stakeholders to create a Clean Streets Corps to maximize the impact of this initiative.

The Bureau of Sanitation (BOS) shall be the lead agency responsible for implementation of this Executive Directive. All plans, progress reports, and performance metrics regarding the Clean Streets Initiative shall be submitted to the Mayor’s Office of City Services and to the Board of Public Works (BPW).

Rim of the Valley Corridor Special Resource Study

It is with great pleasure that the National Park Service (NPS) offers the Rim of the Valley Draft Special Resource Study and Environmental Assessment to you for review and comment. The NPS initiated this special resource study in 2010 and published preliminary management alternatives in late 2012. This study report reflects your initial involvement and input into the planning process. The study alternatives and their concepts reflect your concerns and ideas.

The executive summary newsletter, full draft report, and link to the NPS online public comment system are available on the study website: http://www.nps.gov/pwro/rimofthevalley. If you requested a hard copy of the full study report, it will be mailed to you in the next week. Copies of the executive summary newsletter are also being mailed to those of you on our mailing list who have not requested online only materials. A Spanish language version of the executive summary will soon be available on the website as well.

Executive Directive No. 7 – Sustainable City pLAn

Today I am releasing the Sustainable City pLAn. As Mayor, I have made sustainability a core value
for all that we do together in this City. All City Departments must contribute to and be responsible for
the sustainable future of Los Angeles. The pLAn sets the course for a Los Angeles that is
economically prosperous and environmentally sustainable and that ensures equal opportunity for all.
The current version of the pLAn is attached. The Office of the Mayor will issue a report on the pLAn
every year as well as a major update of the pLAn every four years.

Short-Term Rentals / Transient Occupancy Tax / Citys Affordable Housing Trust Fund

As the City of Los Angles is suffering an affordable housing crisis, various media outlets and studies report that the proliferation of unregulated short-term rentals contributes to a tighter housing market, a loss of potential revenue to the City and an overall decrease in the quality of life for residents near these rentals.

Health and Wellness Element

At the public hearing held on March 24, 2015, the Planning and Land Use Management Committee considered a proposed General Plan amendment to adopt the Plan for a Healthy Los Angeles, a new Health and Wellness Element. Department of City Planning staff gave the Committee background information on the matter. After an opportunity for public comment, the Committee recommended that Council adopt the accompanying Resolution for a General Plan amendment to adopt the Plan for a Healthy Los Angeles, a new Health and Wellness Element. This matter is now forwarded to the Council for its consideration.
