Mythbusting: The urban-rural divide is a defining trope in American culture today, with the common refrain that cities are thriving and rural areas are in decline. But it’s more complicated than that: The divide is more of a spectrum that ranges from urbanized metropolitan counties to remote rural ones, and the economic fortunes of a place aren’t strictly tied to where it falls on that line.

Today on CityLab, Richard Florida kicks off a series that explores the myths and realities of urban and rural life in America. In the coming weeks, he’ll unpack what’s happening with jobs, wages, college grads, and the creative class across the urban-rural continuum. We start with population—and as it turns out, there’s more growth in some rural areas than you might expect.

Home-Sharing Ordinance

PROJECT SITE: Citywide PROPOSED PROJECT : The proposed Home Sharing Ordinance amending Sections 12.03, 12.22, 12.24, 19.01, and 21.7.2 of the Los Angeles Municipal Code (LAMC); and creating a new Section 5.576 of the Administrative Code; imposing regulations to permit sharing of one’s primary residence, except units subject to the regulations and restrictions set forth in the Rent Stabilization Ordinance (“RSO”), for no more than 120 days a year, unless registered for Extended Home Sharing; establishing a registration requirement, an application fee for hosts, a fee on nightly stays, and administrative fines for Home- Sharing; and directing a portion of Transient Occupancy Taxes and/or per -night fees derived from Home -Sharing to a new Short -Term Rental Enforcement Trust Fund.

RECOMMENDED ACTIONS:

1. Recommend that the City Council determine, pursuant to CEQA Guidelines, section 15060(c), based upon the whole of the administrative record, that the adoption of the Home Sharing Ordinance is not a “project” as defined by CEQA Guidelines Section 15378;

2. Recommend that the City Council determine, based on the whole of the administrative record, the adoption of the Home Sharing Ordinance is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) , because it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment ;

3. Recommend that the City Council f ind, pursuant to CEQA Guidelines Section 15074(b), after consideration of the whole of the administrative record, including the Negative Declaration, No. ENV- 2016- 1277- ND (“Negative Declaration”), and all comments received, there is no substantial evidence that the adoption of the Home Sharing Ordinance will have a significant effect on the environment; find that the Negative Declaration reflects the independent judgment and analysis of the City; and adopt the Negative Declaration;

4. Approve the proposed ordinance and recommend its adoption by the City Council ;

5. Adopt the staff report as the Commission’s report on the subject; and 6. Adopt the Findings.
