RULES, ELECTIONS, AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to establishing the City’s position regarding incentives for the purchase of electric vehicles and electric vehicle chargers, removal of building code barriers for the installation of electric vehicle chargers, incentives for electric panel upgrades and modernization, and measures to expand the number of High Occupancy Vehicle (HOV) lanes.
Recommendation for Council action, pursuant to Resolution (Koretz – Blumenfield), SUBJECT TO THE CONCURRENCE OF THE MAYOR:
ADOPT the accompanying RESOLUTION to include in the City’s 2019-20 State Legislative Program, SUPPORT or SPONSORSHIP of legislation that would increase incentives for the purchase of electric vehicles and electric vehicle chargers, remove building code barriers for the installation of electric vehicle chargers, increase incentives for electric panel upgrades and modernization, and implement measures to expand the number of HOV lanes to encourage the use of electric vehicles and carpools.

Housing Progress Report (Quarterly Report: October – December 2018)
The Department of City Planning’s latest Housing Progress Report reflects data from October to December 2018, as well as year-end totals for all proposed housing applications. In 2018, the City of Los Angeles processed 1,143 projects, resulting in 27,366 proposed units of new housing — an 18% increase compared to the 2017 calendar year. These housing units reflect the total number of projects that required planning approvals.
Similar to the prior quarter, the Transit Oriented Communities (TOC) program continues to account for a significant portion of the City’s proposed new housing units. Nearly 15% of all project applicants took advantage of the program’s incentives between October and December, resulting in 30% of proposed new housing units. The TOC program is also contributing toward addressing the City’s affordable housing needs, producing approximately 18% affordable units since the program’s inception in October 2017.
As new programs are instituted, the Department will continue to expand on its present reporting to capture and reflect housing production across the City of Los Angeles. These updates will be produced on a quarterly basis to give regular updates on market trends and activities.
PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to land use operating standards applicable to existing alcohol establishments that do not have a Conditional Use Permit and operate under grandfathered land use rights to sell alcohol at a property.
Recommendations for Council action, as initiated by Motion (Krekorian – O’Farrell):
INSTRUCT the Department of City Planning (DCP), in consultation with the City Attorney, and with the assistance of the Los Angeles Department of Building and Safety, to prepare and present an Ordinance that contains land use operating standards applicable to existing alcohol establishments that do not have a Conditional Use Permit and operate under grandfathered land use rights to sell alcohol at a property.
INSTRUCT the DCP to use the City of Oakland’s Deemed Approved Ordinance as a model, inasmuch as it is recognized nationally as a best practice, and replicated by cities nationwide.
INSTRUCT the DCP to report in 30 days on a time line for the above matter.
