SATT offers programs to help you in the land-use entitlement process

PROGRAMS

Application and Justification (Starting at $7,500) ($1,500 added for one addition suffix, 50% of $1,500 for 2nd additional, 25% of $1,500 for any additional suffixes) Application and Justification includes Service Levels Two and Three, listed below.

Self-Assist Entitlement (Starting at $9,500) ($1,500 added for one addition suffix 50% of $1,500 for 2nd additional, then 25% of $1,500 for any additional suffixes) SATT guides you through the land-use entitlement process so you can represent yourself rather than pay the high cost of hiring a land-use consultant.  Self-Assist includes Service Levels One, Two, and Three, listed below.

All-Inclusive Package: (Starting at $35,500) ($1,500 added for one addition s suffix 50% of $1,500 for 2nd additional, 25% of $1,500 for any additional suffixes. Additional 10% is added for CPC and APC cases).  All-Inclusive includes Service Levels One through Five, listed below, and radius map and BTC (Mailing cost).

SERVICE LEVELS

Service Level One:

Property Profile and Entitlement Assessment.  Research relevant listings in ZIMAS, report on appropriate Department of Building and Safety online records, provide electronic copies of pertinent Zoning Administrator Interpretations and Zoning Information, conduct a 500-foot radius review of relevant Letters of Determination and other actions available through City Planning Department’s PDIS (i.e., Online documents), and report on proposed applicable ordinances and motions that might affect the project.   All relevant documents are provided on the InfoPost website (password protected).

Service Level Two: 

Prepare Application and Justification Report. Consult with CLIENT and CLIENT’s team to obtain information regarding the PROPOSED PROJECT, review architectural plans, reports, correspondence, and/or any other documents supplied by CLIENT and/or CLIENT’s team or any other source the CLIENT may have; review zoning history, City records, and conduct analysis to identify zoning and environmental constraints; discuss the PROPOSED PROJECT with appropriate City of Los Angeles Planning Department staff and other Departments (not done for Self-Assist).  Application and Justification Report is provided on the InfoPost website (password protected).

Service Level Three:

Environmental Clearance. California Environmental Quality Act (CEQA) requires every project to analyze its effect on the environment. SATT will first determine if a Categorical Exemption can be adopted, eliminating the need for additional analysis.  Alternatively, SATT will prepare the Environmental Assessment Form used by planning staff to issue a Negative Declaration or Mitigated Negative Declaration. This does not include Class 32. The completed Categorical Exemption or Environmental Assessment Form is provided on the InfoPost website (password protected).

Service Level Four:

Public Hearing and Lobbying. Coordinate team meetings and preparation of materials and exhibits; develop and implement an entitlement and community outreach strategy; general team oversight of the entitlement process; meet and confer with Department of City Planning staff to discuss the PROPOSED PROJECT and applicable land use entitlements;  meet and consult with Council District staff and the Council member as needed; meet with the Certified Neighborhood Council and community as required; and review Planning Department Letter of Determination and advise CLIENT on options for appeal, if necessary.

SATT provides Informational Posting (InfoPosting), a more informative way to comply with legal noticing requirements. InfoPost enhances public outreach and communication and reduces the uncertainty that may occur during public hearings. SATT monitors its website to provide advanced analytics.

InfoPosting enables applicants and the public to be proactive in preparing for a public hearing and seeks to encourage balanced communication aided by readers’ understanding of the project and by responding to questions and concerns before a public hearing.

When a client uses InfoPost, SATT can also post the date and time of Neighborhood Councils’ meeting on a project if the information is known.     Please contact SATT at email: SATTgovt@gmail.com; if your Neighborhood Council would like to post the date, you plan to hear a case and the meeting results.

Service Level Six:

Retainer for Questions/Advice/Research.     This Service Level answers question you have on the above levels. Service is intended for self-help CLIENTs to understand zoning, planning, and the entitlement process.   SATT does not contact nor communicate with City Departments.  Billed at hourly rates depending on the level of knowledge and experience required.
