PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to amending the Los Angeles Administrative Code to include the introduction of a motion by a Member of the City Council for the designation of a Historic-Cultural Monument; and to increasing the notification requirements for the issuance of a demolition or structure permit.

Recommendation for Council action, pursuant to Motion (Koretz – Bonin):
INSTRUCT the Los Angeles Department of Building and Safety, in consultation with the City Attorney, to prepare and present a draft ordinance to increase the notification requirements from 30 days to 60 days prior to the issuance of a demolition or structure permit for a building or structure that is 45 years or older based on the date the application is submitted.

Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

Proposed Project: Revisions to LAMC Section 12.20.3.”HP” Historic Preservation Overlay Zone (HPOZ) Ordinance, (No.175891, Eff. 5/12/04). Proposed amendments to the HPOZ Ordinance to modify Board composition and administration, modify procedures regarding the historic status of properties, modify procedures regarding review of projects, and establish procedures regarding demolition of historic resources.

Recommended Actions:
1. Approve the proposed ordinance and recommend its adoption by City Council.
2. Adopt the staff report its report on the subject.
3. Adopt the Findings.
4. Approve and recommend that the City Council, based on the whole of the record, determine that the proposed ordinance is exempt (ENV-2016-1907-CE) from the California Environmental Quality Act (CEQA) pursuant to the State CEQA Guidelines, Article 19, Section 15308, Class 8, and Article 19, Section 15331, Class 31 for the Carthay Square HPOZ and Preservation Plan.

Historic Preservation Overlay Zones Moratorium

CATEGORICAL EXEMPTION, PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT and ORDINANCES FIRST CONSIDERATION relative to establishing a moratorium on the issuance of building and demolition permits within proposed and prohibiting the issuance of building permits for the construction of residentially zoned properties where construction does not meet neighborhood-specific criteria.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

FIND that this action is categorically exempt from California Environmental Quality Act pursuant to Article III, Section 1, Class 2, Category 15302 and Article III, Section 1, Class 8 of the City’s Environmental Guidelines.

PRESENT and ADOPT the accompanying ORDINANCE, dated February 11, 2015, to establish a temporary moratorium on the issuance of building and demolition permits within the following proposed Historic Preservation Overlay Zones: Sunset Square, Carthay Square, Holmby-Westwood, Oxford Square, and El Sereno-Berkshire Craftsman District.

PRESENT and ADOPT the accompanying ORDINANCE, dated March 17, 2015, to establish temporary regulations, which limit the size of new single-family dwellings, on RA, RE, RS, and R1 zoned lots in the following neighborhoods: Valley Village, South Hollywood, La Brea Hancock Neighborhood, The Oaks of Los Feliz, Miracle Mile, Larchmont Heights, Lower Council District Five, Beverlywood, Inner Council District Five, Fairfax Area, Bel Air, Faircrest Heights Neighborhood, Kentwood, Mar Vista/East Venice, and Old Granada Hills.
