PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to the feasibility of expanding the provisions of the existing Interim Motel Conversion Ordinance to existing commercial office buildings, and changes to the Motel Conversion Ordinance to allow the repurposing or adaptation of commercial office buildings into supportive and transitional housing with supportive services.

Recommendations for Council action, pursuant to Motion (Bonin – Koretz – Raman): ​

INSTRUCT the Department of City Planning (DCP), Los Angeles Housing and Community Investment Department (HCIDLA), and City Attorney, in consultation with the Los Angeles Department of Building and Safety (LADBS) and the Los Angeles Fire Department (LAFD), to report on feasibility of and recommendations for expanding the provisions of the existing Interim Motel Conversion Ordinance to existing commercial office buildings.

REQUEST the City Attorney to prepare draft changes to the Motel Conversion Ordinance that would allow the repurposing or adaptation of commercial office buildings into supportive and transitional housing with supportive services.
Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report. Community Impact Statement: Yes.

CATEGORICAL EXEMPTION, NEGATIVE DECLARATION, PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT, and ORDINANCE FIRST CONSIDERATION relative to establishing a process for temporary use of motels and hotels for supportive and transitional housing.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

FIND based on the whole of the administrative record, that the proposed Ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301, and there is no substantial evidence demonstrating that an exception to a categorical exemption pursuant to CEQA Guidelines Section 15300.2 applies.

FIND pursuant to CEQA Guidelines Section 15074(b), after consideration of the whole of the administrative record, including the Negative Declaration, No. ENV-2017-3410-ND, and all comments received, there is no substantial evidence that the project will have a significant effect on the environment; the Negative Declaration reflects the independent judgment and analysis of the City; and, ADOPT the Negative Declaration.

ADOPT the FINDINGS of the Los Angeles City Planning Commission dated December 19, 2017, and the additional findings submitted by the Department of City Planning, attached to the Council file, as the Findings of Council.

PRESENT and ADOPT the accompanying ORDINANCE dated March 22, 2018, amending Sections 12.03, 14.00 and 151.02 of the Los Angeles Municipal Code to establish a process to allow temporary use of motels and hotels for supportive and transitional housing for persons experiencing homelessness or those at risk for homelessness.

NOT PRESENT and ORDER FILED the Ordinance dated February 22, 2018.

City Planning Releases Proposed Permanent Supportive Housing Ordinance

Los Angeles – Today, City Planning released its draft Permanent Supportive Housing (PSH)
Ordinance as part of the City’s Comprehensive Homeless Strategy.

According to the Los Angeles Homeless Services Authority (LAHSA), the number of individuals who are homeless in the City has grown by 20% since 2016. Today, of the estimated 34,189 homeless individuals, 25,237 – or nearly seventy-four percent of the homeless population – are currently unsheltered.

In order to move homeless individuals off the street and into PSH, the Los Angeles electorate voted overwhelmingly last fall in support of Measure HHH – a $1.2B local bond that would further the construction of new housing units for the City’s most vulnerable population.

City Planning has now prepared a proposed ordinance to streamline PSH projects. If adopted, this ordinance will better ensure that the City is a responsible steward of these funds, providing a streamlined pathway for the consideration of PSH projects while also imposing new regulations which establish stronger development standards for qualifying projects.  …   (See full report)
