Department of City Planning Report and Resolution (McOsker – Harris-Dawson) relative to extending the provisions of Ordinance No. 187552 imposing temporary interim regulations prohibiting the issuance of all permits and certificates of occupancy associated with the establishment or the expansion of all trucking-related uses on all industrial land in the Wilmington-Harbor City Community Plan Area, except for the area east of Alameda Street and the Wilmington Industrial Park area located south of G Street and east of Broad Avenue, for an additional extension period of one year, inasmuch as the appropriate City agencies and officials are exercising due diligence and actively working towards the adoption of the appropriate permanent land use regulatory controls.

Interim Control Ordinance (ICO) / Crenshaw Corridor Specific Plan

Motion (Harris-Dawson – Koretz) relative  to instructing the Department of City Planning, in consultation with the City Attorney, to prepare and present an Interim Control Ordinance (ICO), to prohibit the issuance of demolition, building, grading, and other applicable permits in C2 zones, where the property is located immediately adjacent to a R1 or more restrictive zone, fronts a Local Street, that has a lot width of 55 feet or less; and, additional instructions to include an urgency clause making the ICO effective upon publication, and consistent with California Government Code Section 65858, the ICO to run for 45 days, with a 10 month and 15 days extension by Council Resolution, which can be further extended for an additional year, or until the adoption of the appropriate land use regulatory and design provisions has been approved by the Department of City Planning, adopted by the Council and become effective, whichever occurs first.

Location: The area consists of several communities throughout the City identified in the proposed Ordinances by the following neighborhood names: Faircrest Heights, Wilshire Vista, Picfair Village, Crestview, South Hollywood, La Brea Hancock, Larchmont Heights, The Oaks of Los Feliz, Pacific Palisades, Mar Vista/East Venice, Kentwood, Beverlywood, Lower Council District 5, Inner Council District 5 and Fairfax. Proposed Project:
As follow-up to Interim Control Ordinance number 183,497 and 184,381, the proposed zone change
ordinance will provide more specialized development regulation for single-family dwelling units within the project boundaries identified in the attached proposal utilizing the new “R1- One-Family Variation Zones” proposed for the Los Angeles Municipal Code via a separate Code Amendment, case number CPC- 2016-2110-CA. The new zones represent context sensitive zoning meant to preserve the neighborhood character of the individual communities.

Requested Actions:
1. Pursuant to Section 12.32(F) of the Los Angeles Municipal Code approve a recommendation that
Council will adopt, a Zone Change to those parcels lying within the Faircrest Heights proposed
Ordinance Maps from R1-1 to R1R2-RG, R1V2 and R1V2-RG.
2. Pursuant to Section 12.32(F) of the Los Angeles Municipal Code approve a recommendation that
Council will adopt, a Zone Change to those parcels lying within the Picfair Village proposed
Ordinance Maps from R1-1 to R1R2-RG.
3. Pursuant to Section 12.32(F) of the Los Angeles Municipal Code approve a recommendation that
Council will adopt, a Zone Change to those parcels lying within the Wilshire Vista proposed

City of Los Angeles Neighborhood Conservation – Newsletter

WELCOME!

The Department of City Planning is pleased to announce the kick-off of the Neighborhood Conservation Initiative, a focused work program tasked with identifying and protecting the character-defining features of Los Angeles’ unique residential neighborhoods. The Neighborhood Conservation Initiative will address the foremost issues confronting single-family neighborhoods by working with communities to develop the following:

An amendment to the single-family zones (Baseline Mansionization and Baseline Hillside Ordinances) across the City. A menu of new zoning options.  A proposal to apply new, tailored zones and Historic Preservation Overlay Zones (HPOZs) in select, neighborhoods identified in the Interim Control Ordinance (ICO).

The ultimate goal of the Neighborhood Conservation Initiative is to deliver permanent zoning solutions that minimize out-of-scale development across the City. The work program involves the following two phases, both to be completed within the term of the ICO, which expires in March of 2017:

Phase I:

Staff is in the process of drafting the proposed amendments to current single-family zones (Baseline Mansionization and Baseline Hillside Ordinances). These focused modifications are intended to address neighborhood character and out-of-scale single-family development based on community input and direction by City Council.
Phase II:
Beginning in early 2016, staff will be reaching-out to the residents and stakeholders of ICO neighborhoods to work collaboratively in identifying which of the new context sensitive single-family zones being developed through the re:code LA project are most appropriate for application within ICO neighborhoods. The re:code LA project seeks to create new single-family development regulations that respond to the prevailing and desirable scale, form and character of existing residences within the City.
