The CPC meeting is a formal opportunity to provide public comment on the Specific Plan amendment to the Commission. In order that all viewpoints may be presented, speakers at the CPC meeting may be limited in the length of their testimony.
If you are unable to attend or wish to provide a written comment, instructions follow.
Written Submissions in response to a Staff Recommendation Report and additional comments must be received electronically no later than 48 hours before the Commission meeting. Submissions shall not exceed ten (10) pages, including exhibits, and must be submitted electronically to cpc@lacity.org. Photographs do not count toward the page limitation. Day of Hearing Submissions, within 48 hours of the meeting, up to and including the day of the meeting, are limited to two pages plus accompanying photographs.
Day of Hearing Submissions are to be submitted electronically to cpc@lacity.org, and 15 hard copies must be submitted at the in-person meeting.
Submissions that do not comply with these rules will be stamped “File Copy. Non-Complying Submission.” Non-complying submissions will be placed into the official case file, but they will not be delivered to or considered by the Commission, and will not be included in the official administrative record for the item at issue.

Summary of the Proposed Changes
The proposed amendment responds to the March 3, 2023motion of the City Council to expedite a portion of the work program.
The proposed amendment includes streamlining signage review along the Corridor, reallocating appointments to the Plan Review Board so they are appointed per community rather than per Council district, and updating the Specific Plan to reflect recently adopted ordinances (such as the Processes and Procedures Ordinance) and corrected maps, as well as general language clean-up.

PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to amending the Ventura/Cahuenga Boulevard Corridor Specific Plan to streamline signage reviews and other simple cases; to update and modify the language of the Specific Plan to reflect recently adopted ordinances; and to update the language of the Specific Plan to broaden Plan Review Board (PRB) membership.

Recommendation for Council action, pursuant to Motion (Raman – Blumenfield – Yaroslavsky):

INSTRUCT the Department of City Planning, with support from the Los Angeles Department of Transportation and all relevant agencies, to expeditiously amend the Ventura/Cahuenga Boulevard Corridor Specific Plan to streamline signage reviews and other simple cases such as changes of use to assist local businesses; to update and modify the language of the Specific Plan to reflect recently adopted ordinances; and to update the language of the Specific Plan to broaden PRB membership to ensure socioeconomic and demographic diversity, to allocate PRB appointments to achieve equitable representation based on communities rather than Council District, to clarify administrative duties to properly run PRB meetings, and to clarify term limits and standardize processes for terms ending, among other things.

Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

Ventura Cahuenga Boulevard Specific Plan

UPDATE: City Planning Communication Action 01/09/2024
Greetings,
As many of you have been following the amendment to the Ventura-Cahuenga Boulevard Corridor Specific Plan, you’ve undoubtedly noted the evolution of the amendment itself. In February 2020, City Planning hosted an Open House describing the scope of the amendment, one of the last in-person events held by the Department that year.
In August of 2021, the rezoning of parcels within the plan area was delegated to the Southwest Valley and Southeast Valley Community Plan Update teams.
In the fall of 2021, City Planning hosted Information and Listening sessions and followed up with a survey regarding transportation improvements in the early winter of 2022 (survey results can be found here). Later, from the fall of 2022 through the early winter of 2023, the Department of Transportation conducted a second phase of the survey to gather input from transit riders.
The reason for this email is to notify subscribers that on March 3, 2023, the City Council passed a motion to expedite a portion of the amendment work program.
The first part of the motion addresses the streamlining of sign approvals.The current process for sign review requires a case to be filed, which can delay the permit process by weeks or months and is cumbersome and expensive for small businesses. In the wake of the pandemic lockdown, with some businesses beginning to recover and others starting up, creating an administrative review process for business signs is intended to aid local employers by offering a faster turnaround time for review at a reduced fee.
The motion then directs the Department “to update and modify the language of the Specific Plan to reflect recently adopted ordinances” such as the Processes and Procedures Ordinance. This ordinance, passed by Council this January and taking effect in July of this year, moves the approval procedures for case filings within a Specific Plan area from Los Angeles Municipal Code (LAMC) Section 11.5.7 to the newly created LAMC Chapter 1A.
Lastly, the motion addresses the issue of appointment of Plan Review Board (PRB) members. Specifically, the motion directs City Planning to “allocate PRB appointments to achieve equitable representation based on communities rather than Council District.” Redistricting in 2021 reduced the number of councilmembers in the plan area from four to two, which in turn reduced the number of seats on the PRB, since board members are appointed by the Council Offices that oversee the plan area, not by community. This motion seeks to ensure appropriate community representation on the board. The previous Council District map is here while the current Council district map is here.
The Valley Overlay Amendment Unit is currently working on this phase of the amendment.
At a special meeting of the PRB on April 20, 2023, at 2:30 pm, staff will start reviewing the proposed changes with respect to signage review, updates with Processes and Procedures/recent ordinances, and language clean-up with the Board. Ventura-Cahuenga Specific Plan Amendment

We hope this message finds you well. We appreciate your continued interest and engagement with the Ventura-Cahuenga Specific Plan Amendment. As we announced in August of 2021, Los Angeles City Planning will address the implementation of the New Zoning Code on the Ventura-Cahuenga Corridor as part of the Community Plan Updates underway in the Southeast and Southwest Valley.
Last week, the Southeast and Southwest Valley Community Plan Update teams each announced opportunities to engage in discussions regarding proposed land use concepts for the Ventura-Cahuenga Corridor. These initial concepts are a first step towards applying the New Zoning Code on the Corridor. We invite you to participate in these outreach efforts to share your vision for the future of this important commercial corridor in the San Fernando Valley. The Woodland Hills, Tarzana, and Encino neighborhoods are included in the Southwest Valley Community Plan Update project, and the Sherman Oaks, Studio City, and Cahuenga Pass neighborhoods are included in the Southeast Valley Community Plan Updates. Southwest Valley Community Plans Update
On May 18, City Planning released updated draft land use designations for the following Community Plans:
  • Canoga Park-Winnetka-Woodland Hills-West Hills
  • Encino-Tarzana
  • Reseda-West Van Nuys-Lake Balboa
Accompanying these drafts are a StoryMap that presents the proposed changes in detail and a three-part video series explaining the background and aims of the new proposals. The updated proposals include a discussion on the initial vision and concepts around planning for the future of the Ventura-Cahuenga Boulevard Corridor.

The Southeast Valley Community Plan Updates Team is hosting Ventura-Cahuenga Land Use Concept webinars in June!
The webinars will share the draft land use concepts for the Ventura-Cahuenga Boulevard Corridor in the Sherman Oaks, Studio City, and Cahuenga Pass neighborhoods. These concepts are the initial vision for how the corridor will grow and change over the next 20 years, and we want to hear from you. Join us to hear the latest on the project, and make your voice heard!
During the month of June, the Southeast Valley Team will be hosting three webinars sharing proposed land use concepts for the corridor, followed by Q&A sessions to collect your feedback. Your input will inform the changes proposed through the Community Plan Updates. Join us to:
  • Learn about the proposed land use concepts for the Ventura-Cahuenga corridor
  • Share your vision for how the corridor will grow and change over the next 20 years
  • Learn about the Community Plan Update process

Ventura-Cahuenga Boulevard Corridor Specific Plan Amendment

The Department of City‌ ‌Planning‌ ‌is‌ ‌amending ‌the‌ ‌‌Ventura-Cahuenga‌ ‌Boulevard‌ ‌Corridor‌ ‌Specific‌ ‌Plan‌‌ and is asking for the community’s help confirming the accuracy of the draft maps of existing sidewalk conditions. The Department has also prepared a number of community surveys to collect input about the community’s priorities for public improvements and future fee expenditures. The‌ ‌goal‌ ‌is‌ ‌to‌ ‌modernize‌ ‌regulations‌ ‌and‌ ‌speed‌ ‌up‌ ‌the‌ ‌project‌ review‌ ‌process‌ ‌in‌ ‌order‌ ‌to‌ ‌support‌ ‌small‌ ‌businesses‌ ‌along‌ ‌the‌ ‌Valley’s‌ ‌premier‌ ‌commercial‌ corridor.‌ Review the surveys by visiting here.

 

Adaptive Reuse Ordinance / Update / By-Right Eligible Conversions / Deed Restrictions / Moderate-Income Households

PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to updating the Adaptive Reuse Ordinance to allow eligible conversions by-right beyond those located in the six Specific Plan Incentive areas.

Recommendations for Council action, as initiated by Motion (Koretz – Harris-Dawson):

INSTRUCT the Department of City Planning (DCP), with the assistance of the Los Angeles Department of Building and Safety, Los Angeles Housing and Community Investment Department, and the City Administrative Officer (CAO), and in consultation with the City Attorney, to prepare and present an Ordinance to update the Adaptive Reuse Ordinance to allow eligible conversions by-right beyond those located in the six Specific Plan Incentive areas (Ordinance No. 175038), if they meet the following proposed criteria:

All new apartments and condominiums shall be deed-restricted to Moderate income households, 81 percent to 120 percent of Area Median Income.
The ground floor shall remain commercial.
Linkage Fees are waived.
Live/work, Artists-in-Residence, and hotel projects are not eligible for this incentive.
The building is at least five years old.

INSTRUCT the DCP, when moving forward with the policy relative to the Adaptive Reuse Ordinance, to take into account the importance of preserving certain industrial zones; and, to work closely with the Council District (CD) 12 Office to ensure that such policy will not affect the ability to get companies to come to the industrial corridor in CD 12.

ADOPT the FINDINGS of the Los Angeles City Planning Commission as the Findings of Council.

Motion (Koretz – Harris-Dawson) – Instruct the Planning Department to prepare a report in 90 days that identifies options for amending the Westwood Village Specific Plan to revise definitions of food related establishments; the restrictions on the types and number of such establishments; and parking requirements within the Plan.

Inclusionary Housing Requirements / Central City West Specific Plan / Phased Implementation

PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to including additional provisions of inclusionary housing requirements within the Central City West Specific Plan.

Recommendation for Council action, pursuant to Motion (Cedillo – Huizar):

INSTRUCT the Department of City Planning (DCP), in consultation with the City Attorney, to prepare and present an Ordinance to include in the Central City West Specific Plan the following additional provisions:

For the first 120 days following the effective date of this Ordinance, no inclusionary housing requirement under Section 11.C of the Specific Plan shall be imposed on any rental housing project for which a Building Permit Application or complete planning or zoning entitlement application has been or is submitted; for purposes of this Ordinance, a complete planning or zoning entitlement application is an application that has been accepted by the DCP and for which the application fees have been paid or for which a Vesting Tentative Tract Map has been filed and has been deemed complete; if an Applicant submitted a Building Permit Application or a complete planning or zoning entitlement application for a development project, that development project shall not be subject to the re-established Specific Plan Section 11.C.
An applicant for a rental housing project that is subject to Specific Plan Section 11 .C who submits a Building Permit Application or a complete Planning or zoning entitlement application (whichever is first):

a. 121 days following the effective date of this Ordinance shall be required to provide one-third of the total affordable requirement or in lieu payment specified under Specific Plan Section 11.C.
b. 306 days after the effective date of this Ordinance shall be required to provide two-thirds of the total affordable requirement or in lieu payment specified under Specific Plan Section 11.C.
c. 485 days or more after the effective date of this Ordinance shall be required to provide the total affordable requirement or in lieu payment specified under Specific Plan Section 11.C.

An applicant for a rental housing project that is subject to the Affordable Linkage Fee Ordinance under the Los Angeles Municipal Code Section 19.18 may elect to pay the Affordable Housing Linkage Fee in lieu of complying with the inclusionary housing requirements of Section 11.C of the Specific Plan; an Applicant shall pay a cash deposit, as determined by the DCP, which shall collect and remit the deposited amount to the City Treasurer for deposit into the Central City West Housing Fund, as established by Article 23, Section 5.115.6 of the Los Angeles Administrative Code.
For the purpose of determining the required set aside under Specific Plan Section 11 .C, dwelling units with the Project shall have the same meaning as the term as total units or total dwelling units in Government Code Section 65915(b)(3).
For the purpose of compliance with Specific Plan Section 11.C’s set aside requirement, an eight percent Very Low Income set aside may be provided as an alternative to a 15 percent Low Income set aside.

b) Conduct a public outreach component to review the proposed Specific Plan Amendments and Mobility Fee calculation methodology with stakeholders of the Warner Center; the stakeholder outreach shall inform the ultimate Specific Plan amendments sent to the City Council, and include the consultant Iteris.
