The City Council instructs  the Planning Department, in consultation with the City Attorney, to prepare a report in 60 days, on the feasibility of establishing a process to create Alcohol Restricted Use Subdistricts, that would serve to restrict the overconcentration of alcohol retailers in areas of the City where the retail sale of alcohol is negatively impacting neighborhoods and its residents, and in addition to report on the feasibility of having all appealed Conditional Use Permits (CUPs) sent to Council for final approval.

What is the purpose of the Collection Bins Code Amendment?  The purpose of the Collection Bins Code Amendment is to establish regulations related to permitting, maintenance, and placement of Collection Bins, as well as penalties for violations of these regulations.

What are Collection Bins?   Collection Bins, or donation bins as they are sometimes called, are receptacles used for collecting salvageable personal property, such as clothing, shoes, books or housewares. The items collected are typically resold either for profit or to raise funds for charitable causes.

Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR:

FIND that in accordance with the California Environmental Quality Act (CEQA), it has been determined that adoption of the Ordinance is exempt from the provisions of the CEQA under Section 15061(b)(3) of the State CEQA Guidelines and Article II, Section 2(m) of the City CEQA Guidelines.

PRESENT and ADOPT the accompanying ORDINANCE dated October 3, 2017 amending Sections 151.09, 151.22, and 151.27 of Article 1, Chapter XV; Section 12.95.2 of Article 2.9, Chapter I; and Sections 47.06 and 47.07 of Article 7, Chapter IV of the LAMC to provide further protections to tenants under the City of Los Angeles’ Ellis Act provisions and relocation assistance in situations involving a condominium conversion.

Transit Oriented Communities (TOC) Affordable Housing Incentive Program

SCOPE AND PURPOSE Pursuant to the voter approved Measure JJJ, Los Angeles Municipal Code (LAMC ) 12.22-A.31 was added to create the Transit Oriented Communities (TOC) Affordable Housing Incentive Program (TOC Program). The Measure requires the Department of City Planning to create TOC Affordable Housing Incentive Program Guidelines (TOC Guidelines) that apply to all Housing Developments located within a one -half mile radius of a Major Transit Stop. These Guidelines provide the eligibility standards, incentives, and other necessary components of the TOC Program consistent with LAMC 12.22 A.31.The eligibility of a development to benefit from the incentives is determined on a case-by-case basis through the application of these Guidelines. The Guidelines may be modified by resolution of the Planning Commission.
