During the virtual information session, City Planning will present information related to the ordinance and host an opportunity for questions and answers.
The public hearing is a formal opportunity to provide public comment on the proposed Wildlife District Code Amendment and Zone Change to a hearing officer. The public hearing is used to collect comments, and no decisions will be made at the time of public hearing. Participants may join the public hearing online or by phone at any time between 5 and 7 p.m. to offer testimony. In order that all viewpoints may be presented, speakers at the public hearing may be limited in the length of their testimony. The hearing officer will consider all public testimony and any written communication submitted prior to or at the hearing. Any written communication must include case numbers CPC-2022-3413-CA and CPC-2022-3712-ZC. Comments may be submitted by email to ourla2040@lacity.org or by hard copy through July 22, 2022, at 5 p.m.

Dear Interested Parties,

On June 21, 2022, the City Council’s Planning and Land Use Management (PLUM) Committee approved a proposed Resolution relative to activating the provisions of the Restaurant Beverage Program (RBP) Ordinance (No. 187,402) in Council District 13.

As such, on Friday, June 24, 2022, the City Council will consider the proposed Resolution. You can find the resolution, along with its attached maps and findings, in the agenda for each meeting.

On February 9, 2022, the City Council voted unanimously to adopt the RBP Ordinance, which creates two versions of the RBP, a general and an Alcohol Sensitive Use Zone (ASUZ) version, for sit-down restaurants to serve alcohol if they meet more than 50 eligibility criteria, performance standards, and enforcement procedures. The ASUZ version contains additional standards, including a one-year provisional period with a complaint portal review. The RBP Ordinance became effective on March 31, 2022 and can be accessed here.

To participate in either version, a qualifying restaurant must be located in a neighborhood that has been identified as eligible by the City Council. The RBP Ordinance requires the City Council to designate specific geographic areas by City Council Resolution in order to activate either the general or sensitive use provisions of this ordinance.

The City Council meeting will begin at 10 a.m. and be conducted in-person. Live, oral public comment will be taken in-person, only, and not via teleconference. City Council meetings are also broadcasted live on Cable Television Channel 35, on the internet at https://clerk.lacity.org/calendar, and on YouTube. Agendas for City Council and Committee meetings can be found online at https://clerk.lacity.org/calendar. The posted agendas will include instructions for submitting comments.

Wildlife District Ordinance

 

Dear Stakeholders,
In April, Los Angeles City Planning released a revised draft of the proposed Wildlife District Ordinance, with a goal of having this ordinance considered by the City Planning Commission in the fall of 2022. This summer, City Planning will hold an information session and public hearing on the proposed ordinance. This is your opportunity to learn more about the proposed regulations and submit a public comment.
The Wildlife District Ordinance proposes new development standards for lot coverage, landscaping, and setbacks, as well as grading and height limitations, among others. The ordinance includes regulations that apply to all properties within the Wildlife District, as well as additional regulations that apply to lots where natural resources, such as water features, open space, or ridgelines, are present. The Wildlife District proposal includes a code amendment to create a new Wildlife Supplemental Use District (WLD) and a zone change to apply the regulations to the zoning of properties located in the WLD District, approximately between the 405 and 101 freeways, Ventura Blvd. and Sunset Blvd. An interactive version of this map, which allows you to search by address and view ridgeline and resource buffers, is available on the City Planning website.

Chief Legislative Analyst report 22-05-0306, dated June 7, 2022, relative to Resolution (Buscaino – Bonin) regarding AB 2897 (O’Donnell) and SB 1122 (Allen), which seek to expand the territory of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy.

DEVELOPER CONTRIBUTION BAN GOES INTO EFFECT

 

Aban on political contributions from restricted developers goes into effect today.  In December 2019, the City Council adopted an ordinance that limits the ability of persons involved in certain City development projects to make City campaign contributions, and they specified that it should take effect with the 2022 regular general elections.  See Council File No. 19-0046.

The ban prohibits restricted developers from making contributions to the Mayor, the City Attorney, a City Council member, a candidate for one of those offices, or a City committee controlled by one of those individuals.  Restricted developers are the applicants, property owners, and principals associated with 17 types of significant planning entitlements, which are identified in Los Angeles Municipal Code § 49.7.37(A)(5).

The contribution ban begins the day that an application for a significant planning entitlement is submitted to the Planning Department.  It ends 12 months after the date a letter of determination is issued or, if no letter is issued, the date the decision on the application is final.

Applicants for significant planning entitlements are required to register their cases with the Ethics Commission.  Registration must be done online through the Restricted Developer Filing System (RDFS).  Planning applications are not complete and cannot move forward until registration is confirmed.

City Planning Monthly Newsletter – May 2022

Dear Angelenos:
The Filipino American Library in Los Angeles was the first and largest collection of Filipino and Filipino American titles in the United States, assembled by a remarkable Filipina. Helen Agcaoili Summers Brown spent over three decades working for the Los Angeles Unified School District, not counting her stint as a welder for the California Shipbuilding Corporation in Wilmington during World War II. After she retired from LAUSD, she devoted her energies to her library documenting the Filipino American experience.
As a Pasadena City College student working on a paper about the Spanish influence on Manila, Brown found nothing on the topic in any local library, so she began collecting material that grew into a library of its own over the following decades: books, pamphlets, periodicals, maps, and clippings, but also musical instruments, games, dolls, and cooking utensils. “Auntie Helen” moved her home library into space donated by the Filipino Christian Church in 1985. Originally named the Pilipino American Reading Room and Library (PARRAL), the library moved to Luzon Plaza in 1994. It reopened as the Filipino American Library in its final location in 2000.
Earlier this month, the City held a ribbon-cutting ceremony for the new Historic Filipinotown Eastern Gateway monument. “Talang Gabay: Our Guiding Star,” an arch designed by artists Eliseo Art Silva and Celestino Geronimo Jr., now spans Beverly Boulevard at Belmont, marking the neighborhood’s eastern entrance. The Plan to House LA

Dear Stakeholder,
On May 19, the City Planning Commission (CPC) unanimously voted to recommend that the City Council approve the targeted amendments to the 2021-2029 Housing Element. At the CPC public hearing staff gave a presentation highlighting the proposed amendments, after which the public provided comments.
The proposed amendments were prepared in response to a February 22, 2022 letter from the California Department of Housing and Community Development (HCD), informing the City that additional revisions were needed to the Housing Element’s programs to ensure compliance with new Affirmatively Furthering Fair Housing (AFFH) requirements in state law. Additional information on the CPC’s action, including further background on the proposed amendments, is detailed in the Letter of Determination below.

The targeted amendments to the 2021-2029 Housing Element will be considered by the Planning and Land Use Management (PLUM) Committee on June 7, 2022. Southwest valley Community Plan Updates

Dear Stakeholder,
On May 18, Los Angeles City Planning released updated draft land use designations for the three Community Plans of the Southwest Valley:
Canoga Park-Winnetka-Woodland Hills-West Hills,
Encino-Tarzana, and
Reseda-West Van Nuys-Lake Balboa.
Accompanying these drafts are a StoryMap that presents the proposed changes in detail and a three-part video series explaining the background and aims of the new proposals. The updated proposals include a discussion on the initial vision and concepts around planning for the future of the Ventura-Cahuenga Boulevard Corridor.
The Video Series
Part Oneprovides an introduction to the Community Planning process and the City’s new Zoning Code, gives an overview of the Southwest Valley geography, and discusses changes to the boundaries of the Community Plans as well as the introduction of the Ventura Corridor as part of the Community Plans Update process.
Part Twofocuses on the vision for the Southwest Valley Community Plans Update and discusses the strategies behind the newly proposed land use designations for achieving this vision.
Part Threefocuses on the Ventura-Cahuenga Boulevard Corridor Specific Plan, discussing its place within the overall Community Plans Update process and future possibilities for the specific plan area.

Permanent Al Fresco

 

Dear Al Fresco Participants and Interested Stakeholders,
In May 2020, the City introduced a new program, LA Al Fresco, to allow for expanded outdoor dining activities for qualifying food establishments. The Al Fresco program was created through the Mayor’s local emergency powers as a temporary program to aid owners of local food establishments who were adversely impacted by the Covid-19 pandemic due to the related public health restrictions. The program offered a pathway to create outdoor dining areas in the public right-of-way and on private property without requiring most of the current regulations in the Zoning Code. This created a lifeline for many businesses, and was implemented with a streamlined process and minimal cost to participants.
The response to the Al Fresco program has been overwhelmingly positive, and over 2,500 establishments have taken advantage of the program since it was introduced. The program has enabled many of these local businesses to keep their doors open, and help to inject a new vibrancy and energy into our commercial corridors at a time when many of these areas are suffering from the impacts of the pandemic. The success of the program has resulted in a desire and direction from the City Council to establish a permanent Al Fresco program which will reimagine outdoor dining regulations in the Zoning Code (CF 20-1074). The City Council adopted these instructions in March of this year.
As a first step in realizing the goal of a reimagined outdoor dining program, City Planning created a survey for participants in the current, and still active, temporary Al Fresco program as well as a survey geared toward the general public and interested parties. These surveys can be accessed at the links below, and each survey can be completed in 5 minutes or less.
We need your help and feedback to transition to a new outdoor dining experience. Please take a moment to fill out the survey and spread the word so that all Angelenos can contribute to making our City the foremost destination for an outstanding outdoor dining experience!
The data obtained from these surveys will be for informational purposes only. Responses will help to inform City Planning on the scale and scope of the current temporary Al Fresco offerings as well what aspects of Al Fresco are critical to its success and areas where improvement may be needed.
