Mills Act Program

Join us for Los Angeles City Planning’s upcoming Mills Act Program workshop on Aug. 8, 2022 at 6 p.m. The Mills Act Historical Property Contract Program has served as Los Angeles’s primary financial incentive for historic preservation since 1996, offering property tax savings for owners who invest in the rehabilitation and restoration of historic buildings.
City Planning has completed a comprehensive assessment of the City’s Mills Act Program to consider the future of the program and analyze its sustainability, fiscal impact, management needs, and equity outcomes. The program assessment will inform policy recommendations from City Planning to the City Council on options to improve the administration of the program, expand participation in communities with historic disinvestment, and increase capacity for new Mills Act applications. The full report is available online.
PROVIDE YOUR INPUT
City Planning recently hosted an opportunity for public feedback at the July 21, 2022 Cultural Heritage Commission meeting. The next opportunity to find out more about report findings will be at the upcoming Aug. 8 workshop. Public input is important prior to preparing policy recommendations to the City Council. Staff will be available by phone, email, or at the Aug. 8 workshop to receive feedback and answer questions. Feedback can also be provided via the online form.

Transportation Demand Management (TDM) Program Update

Dear Interested Parties:
Earlier this month, LA City Planning and LA Department of Transportation released revised drafts for the proposed Transportation Demand Management (TDM) Program update for public review and comment. A virtual Open House & Public Hearing is scheduled for Tuesday, August 2, 2022 at 4:00 p.m.
The proposed TDM Program update aims to reduce the need for drive-alone vehicle trips by increasing transportation options and accessibility throughout the City, providing benefits to the environment and public health. It would require new development projects over a certain size to implement strategies such as supporting transit, telecommuting, walking, carshare, and other sustainable travel options that reduce vehicle trips. This effort is part of the city’s implementation of the Mobility Plan 2035.
The revised drafts of the TDM Ordinance and TDM Program Guidelines incorporate feedback gathered over the last several years, including through public workshops and office hours held in 2021. Among changes to the revised ordinance are adjusted project size thresholds and modified monitoring and enforcement procedures.
Please visit City Planning’s mobility website planning4la.org/mobility to view the revised draft TDM Ordinance, draft TDM Program Guidelines, a new fact sheet, informational videos, and to sign up for updates.
A public hearing is a means to collect comments from stakeholders before the proposed TDM Program update is presented to the City Planning Commission for recommendation, and ultimately the City Council for adoption. A presentation will be followed by an opportunity to provide oral comments. The virtual Open House and Public Hearing is open to everyone who would like to participate. No decisions will be made at the Public Hearing.

AB 2244 Religious institution affiliated housing: place of worship

Read:  AB 2244

Completed Legislative Action
Spectrum: Partisan Bill (Democrat 1-0)
Status: Passed on July 19 2022 – 100% progression
Action: 2022-07-19 – Chaptered by Secretary of State – Chapter 122, Statutes of 2022.

Existing law prohibits a local agency from requiring the replacement of religious-use parking spaces, as defined, that a developer of a religious institution affiliated housing development project proposes to eliminate as part of that housing development project.

Existing law prohibits the number of religious-use parking spaces requested to be eliminated from exceeding 50% of the number that are available at the time the request is made. This bill would clarify that the definition of “religious-use parking spaces” applies to both existing parking spaces and those parking spaces required of a proposed development for a new place of worship.

The bill would recast the provisions relating to the elimination of parking spaces to prohibit the number of spaces proposed to be eliminated in the case of a proposal for a newly constructed place of worship from exceeding 50% of the spaces that would otherwise be required.

The bill would also prohibit the number of spaces proposed to be eliminated in the case of an existing place of worship from exceeding 50% of the spaces that exist at the time the request is made. The bill would not preclude the enforcement of any requirement otherwise imposed on new development to provide electric vehicle supply equipment installed parking spaces or parking spaces that are accessible to persons with disabilities.

Limited In-Person Services to Resume in Van Nuys July 25, 2022

Dear Stakeholder,
Beginning July 25, the Van Nuys Development Service Center (DSC) will offer limited, in-person meetings for certain Van Nuys DSC services, by appointment only. These limited in-person meetings will be offered in support of specific planning operations only, including:
  • Case Filing
  • Case Condition Clearance
  • General Planning Questions / Consultation
City Planning is coordinating with the Mayor’s Office and other departments to resume certain in-person operations, while still being mindful of the health threats from COVID-19, by ensuring that any in-person visit adheres to the strictest safety protocols. Please note that proof of vaccination or proof of a negative test within the previous 72 hours will be required to enter public buildings and well-fitted indoor masking will continue to be required.
Those interested in an in-person meeting must make an appointment through the City’s new BuildLA portal, a singular website that provides a one-stop virtual platform for Development Services, including a new virtual appointment system. For customers who previously registered for online planning services, it’s recommended to create an Angeleno Account using the same email previously used to register with the City Planning Department. This will allow users full access to all previously applied-for permits and services.
For a Clearance Summary Worksheet (CSW) review, submit your 15 digit permit number(s) via this Google Form. If you need plans approved in conjunction with a CSW, please submit your request to the Online Application System (OAS).
The physical drop off areas at the Van Nuys and Metro/Downtown DSCs will remain available to applicants who wish to submit their plans and applications during normal business hours without waiting for a filing appointment.
Thank you for your flexibility during these challenging times. The City Planning family greatly appreciates your adherence to our collective efforts in the face of this pandemic.

Wildlife District Ordinance

Dear Stakeholders,
In April, Los Angeles City Planning released a revised draft of the Wildlife District Ordinance with the goal of having it heard by the City Planning Commission in the fall of 2022. Next week, the Department will hold a public hearing on the proposed ordinance. This is your opportunity to record a public comment with a hearing officer.
The Wildlife District Proposal includes a code amendment to create a new Wildlife Supplemental Use District (WLD) and a zone change to apply the District regulations to the zoning of properties identified on the ordinance map, in the area approximately bounded by the 405 and 101 freeways, Ventura Blvd. and Sunset Blvd. An interactive version of this map, which allows you to search by address and view ridgeline and resource buffers, is available on the City Planning website.
An interactive map of the Wildlife District, the draft ordinance, and more information can be found on the project webpage at planning4la.org/wildlife.  Los Angeles City Planning held an information session on the ordinance on June 28. Recordings from that presentation and Q&A are now available on the Wildlife Outreach and Events webpage. Participants are encouraged to view the recordings prior to the hearing. Additional responses to frequently asked questions will be posted to the website.
