Recommendation for Council action:

REQUEST the City Attorney to prepare and present an ordinance, with an urgency clause, to amend the Los Angeles Municipal Code (LAMC) provision for a one-day permit for Valet Parking Operators that provide valet services for events at private residences [LAMC Section 103.203, Subsection (b)] to read, substantially as follows:

With the following exception, no permit shall be required under this section if the Valet Parking Operator is providing services for a non-recurring special event at a private residence. A one-day permit shall be required for a Valet Parking Operator providing services at a private residence, including for a non-recurring special event, if the residence is in a valet parking sensitive zone as designated by the Board of Police Commissioners and the movement of vehicles is on or over any public right-of-way or public property. The Board of Police Commissioners through its Executive Director may issue a one-day permit to a Valet Parking Operator for valet services in a valet parking sensitive zone after a determination by the Executive Director that the valet service will not adversely affect public safety or create a public nuisance. The Executive Director, after investigation and review, may recommend to the Board of Police Commissioners the designation of a valet parking sensitive zone with specific geographic boundaries and rules and regulations to be imposed on Valet Parking Operators when providing valet services within the zone.
