PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT relative to amendments to the Bel Air-Beverly Crest Hillside Construction Regulation Supplemental Use District.

Recommendation for Council action, pursuant to Motion (Koretz – Ryu):

INSTRUCT the Department of City Planning, with the assistance of the Los Angeles Department of Building and Safety, Bureau of Engineering, and the Los Angeles Department of Transportation, and in consultation with the City Attorney, and any other relevant City department, to prepare and present an Ordinance that incorporates the following amendments, as described in the Motion, to the Bel Air-Beverly Crest Hillside Construction Regulation Supplemental Use District:

Notification to hillside residents for both haul route and demolition permit activity.
Ensure that Neighborhood Councils have the opportunity to provide comment on haul routes.
Ensure that graded and hauling activity is not taking place in advance of a project being approved.
Earmark a funding source that will be used to make repairs and improvements to the hillside street infrastructure commensurate to the cumulative wear and tear that results from large construction-related vehicles.

Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.

Community Impact Statement: None submitted.
