RULES, ELECTIONS, AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to establishing the City’s position regarding legislation and/or administrative action aimed at exploring accommodations to balance the preservation of equine keeping with the location of Accessory Dwelling Units (ADUs).

Recommendation for Council action, pursuant to Resolution (Rodriguez – Blumenfield – Lee – O’Farrell – Ryu), SUBJECT TO THE CONCURRENCE OF THE MAYOR:

ADOPT the accompanying RESOLUTION to include in the City’s 2019-20 State Legislative Program:
SUPPORT for and/or SPONSORSHIP of legislation and/or administrative action aimed at exploring accommodations to balance the preservation of equine keeping with the location of ADUs by amending California Government Code Section 65852.2(a)(1)(D)(vii) and e(1)(B).

INSTRUCT the appropriate City departments to include equine considerations when State-wide land use policies are being considered in the future, consult with equine keeping experts, or create a focus group comprised of jurisdictions with equine keeping zones, when land use deliberations are taking place.

Fiscal Impact Statement: None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.
