IMPORTANT NOTICE June 15, 2021

The Low Impact Development Counter will continue to support all development service functions through the LID Plan Check Portal and to operate the “Drop-off/Pick-up” system, by way of the City of Los Angeles Continuity of Operations Plan for Development Services Centers, until a reopening date is announced for in-person services at all City of Los Angeles Development Service Departments.
EFFECTIVE October 19, 2020
All projects electing to submit plan check documents electronically will be required to submit through the LID Plan Check Submittal Portal located at https://lid.lacitysan.orgPlease utilize the step-by-step instruction guides below to assist in establishing your LID Plan Check Submittal Portal account and for instructions on how to submit projects.

In keeping with Mayor Eric Garcetti’s COVID-19 Guidelines and Directives, LA Sanitation & Environment (LASAN) will be following the Continuity of Operations Plan for Development Services Centers. We appreciate your patience and understanding during this time.

Drop off and Pick up boxes will be available outside of the Development Services Center in Figueroa Plaza in a special designated “Drop-off/Pickup” area that will be monitored by Los Angeles Department of Building and Safety (LADBS) staff. Customers may drop off plans and applications along with contact information, including an email address and phone number. Dropped off plans and applications will be routed to the appropriate City department. Department staff will contact customers to confirm receipt of any items that were dropped off and process their applications accordingly. For transactions that involve payment of fees, the Departments will inform the applicant about the amount and payment options.

Residential (4 Units or Less, i.e small scale) Projects
New submittals requiring LID approval may elect to submit electronically via the LID Plan Check Portal https://lid.lacitysan.org or dropped off at the special designated “Drop-off/Pickup” areas. The estimated review time is 15 business days.

Submit the following with either submittal option:
• Copy of LADBS permit application, including PCIS #
Project Summary Form (all information on page 2 must be filled out)
• Project Drawings (1 file in pdf format)
o Architectural Site Plan
o Architectural Roof Plan
o Architectural Elevations
o LID Stormwater Plan
o Grading / Civil Plans (if any)
• 8.5” X 11” Plot Plan showing project site and BMPs.

All Other Development Projects (i.e. Large Scale)
To submit electronically via the LID Plan Check Portal https://lid.lacitysan.org or drop off at the special designated “Drop-off/Pickup” areas. The estimated review time: Regular Plan Check 11-12 Weeks; Expedited 9-10 Weeks.

• Copy of LADBS permit application, including PCIS #
Project Summary Form (all information on page 2 must be filled out)
• LID Report and Hydrology Calculations (1 file in pdf format)
• Project Drawings (1 file in pdf format)
o Architectural Site Plan
o Architectural Roof Plan
o Architectural Elevations
o LID Stormwater Plan
o Grading / Civil Plans (if any)
o Plumbing Plans (Riser Diagram) (If any)
o 8.5” X 11” Plot Plan showing project site and BMPs.

Certificate of Occupancy Clearances (must be submitted electronically at https://lid.lacitysan.org)
(Estimated review time: 10 business days)
• Pictures of all BMPs taken during various construction phases and at completion
• Copy of the Sanitation stamped approved plans (PDF or jpeg format)
• Completed Stormwater Observation Report (SOR) format:
o Residential Development (4 units or less) Stormwater Observation Report Form
o All Other Developments Stormwater Observation Report Form

Planning Case Referral Requests (must be submitted electronically at https://lid.lacitysan.org)
(Estimated review time: 7 Business Days)
• Proposed architectural plan (1 file in pdf format)
• Applicant name, e-mail, phone number and business address (in body of email request)
• Project address, lot area, proposed impervious area cover on redeveloped site area (in body of email request).

Restamp
Plans requesting a re-stamp may elect to submit electronically at https://lid.lacitysan.org or dropped off at the special designated “Drop-off/Pickup areas.
(Estimated review time: 5-7 Business Days)

Submit the following:
• Previously approved Sanitation stamped set
• 2 – new plan sets
• 8.5” x 11” sheet of paper with PCIS permit application number, applicant name, email, phone number.
• Applicants will be notified via email when restamped plans are ready for pick up.

All new submittals electing not to drop off should be submitted at the LID Plan Check Submittal Portal: https://lid.lacitysan.org

Once submitted, your project will be assigned to a plan checker who will be in contact with you once the review is complete.
Payments must be collected prior to final approval of the plans. Your assigned plan checker will inform you on the amount and method of payment.
