Citywide Inclusionary Housing Policy / Equitable Distribution of Affordable Housing

PLANNING AND LAND USE MANAGEMENT (PLUM) COMMITTEE REPORT relative to the equitable distribution of affordable housing on a Citywide basis.

Recommendations for Council action, as initiated by Motion (Cedillo – Rodriguez for Harris-Dawson):

INSTRUCT the Department of City Planning (DCP) and the Los Angeles Housing and Community Investment Department (HCIDLA) to report with recommendations on the following:

Short-term and long-term policies and programmatic strategies to address the equitable distribution of new restricted affordable housing units within the City and affirmatively further fair housing, including identification of minimum affordable housing requirements in high resource / high opportunity areas where an affordable housing shortfall exists, and developing incentives for the provision of affordable housing in these geographies.

The utilization of the City’s Community Plan Update and Housing Element planning processes to establish a fair share distribution of affordable housing on a citywide basis as informed by the Regional Housing Need Assessment process, including but not limited to analyses of minimum affordable housing requirements for each Community Plan Area, how the Community Plan Area will meet its share of the City’s affordable housing demand, where existing policy tools will not facilitate affordable housing production, and new mechanisms to reach the identified affordable housing need for each Community Plan Area.

INSTRUCT the DCP and HCIDLA to report to the PLUM Committee on the above matter, on August 6, 2019.

Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
