Housing Element

Interested Parties,
On Wednesday, November 24, 2021, the Los Angeles City Council acted to adopt the 2021-2029 Housing Element (CF 21-1230)! The Council also adopted an updated Safety Element (CF 20-1213) and amendments to the Health Element (CF 15-0103-S3). Input from the public and stakeholders proved vital throughout this update process and is reflected in the goals, policies, and programs of the updated elements. Several bodies also worked collectively to shape these plans, including the Housing Element Task Force, as well as several state and local agencies.
Before the adopted Housing Element becomes final, the California Department of Housing and Community Development (HCD) must review and certify that the 2021-2029 Housing Element is compliant with state Housing Element Law. The City sent HCD a copy of the adopted 2021-2029 Housing Element to initiate this step.
The City Planning and Housing Departments are proud to have worked collectively to create a bold Housing Element for Los Angeles that is centered on a commitment to expanding housing opportunities for all. The plan will set into motion a series of new policies and action steps that meaningfully address the housing shortage, maximize affordable housing, and create a more equitable distribution of housing across the city. The Housing Element carefully balances ambitious production strategies with significantly strengthened anti-displacement, housing stability and tenants’ protection policies. The Rezoning Program (121), required to occur over the next three years, demonstrates this balanced, equitable approach. With the Housing Element adopted, the City can focus on developing and adopting these ambitious implementation programs through continued engagement with stakeholders.
The updated Safety Element provides the most current information related to hazard risk identification and preparation, while the updated Health Element provides clarification on existing environmental justice policies. Each update additionally identifies implementation programs, some of which will launch in the near future. For example, an update to the 2018 Local Hazard Mitigation Plan (LHMP), which details and maps specific hazard risks, is scheduled to begin next year. New and expanded Health Element programs highlight efforts to enhance the community engagement process to better reach underrepresented and vulnerable communities in planning efforts. The LHMP update and the housing initiatives mentioned above are some of many opportunities to implement a robust outreach and engagement strategy as envisioned in the Health Element.
