Dear Wildlife Stakeholder,
The proposed Wildlife Ordinance (case numbers CPC-2022-3413-CA, CPC-2022-3712-ZC, and ENV-2022-3414-CE) was scheduled to be heard by the Los Angeles City Planning Commission (CPC) today, Thursday, November 17, 2022. However, at the start of today’s meeting, the CPC decided to continue the item to be heard at the regularly scheduled meeting on December 8, 2022. The agenda for this meeting will be made available ten days before the hearing, on Tuesday, November 29, and will be posted at
planning4la.org/hearings. Due to concerns over COVID-19, this public hearing will be conducted entirely on Zoom and will allow for remote public comment.
Instructions for Submitting Comments to the CPC
Initial Submissions, not limited as to volume, can be submitted beginning immediately, and must be received by the Commission Executive Assistant no later than by 4:00 p.m. on the Monday prior to the week of the Commission meeting, in this case, November 28th. Materials must be emailed to
cpc@lacity.org. Secondary Submissions in response to a Staff Recommendation Report or additional comments must be received electronically no later than 48-hours before the Commission meeting (by 8:30 a.m. on Tuesday, December 6th). Secondary Submissions shall not exceed ten (10) pages, including exhibits, and must be submitted electronically to
cpc@lacity.org. Photographs do not count toward the page limitation. Day of Hearing Submissions within 48 hours of the meeting, up to and including the day of the meeting are limited to 2 pages plus accompanying photographs and must be submitted electronically to
cpc@lacity.org. Submissions that do not comply with these rules will be stamped “File Copy. Non-Complying Submission.” Non-complying submissions will be placed into the official case file, but they will not be delivered to or considered by the Commission, and will not be included in the official administrative record for the item at issue.

PROJECT SITE: Santa Monica Mountains within Council Districts 4 and 5
City Planning Commission 8 November 17, 2022
PROPOSED PROJECT:
A Code Amendment to Section 12.04 of the Los Angeles Municipal Code to amend the Zone Map to apply the Wildlife Ordinance SUD to properties in the Wildlife District boundaries. The Zone Change Ordinance establishes the boundaries and identifies the corresponding properties subject to the provisions of the Wildlife Ordinance.
REQUESTED ACTIONS:
1. Recommend that the City Council determine, based on the whole of the administrative record, that the proposed Ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3), 15307 (Class 7) and 15308 (Class 8), and no exception to a categorical exemption pursuant to CEQA Guidelines Section 15300.2 applies (Exhibit E);
2. Conduct a public hearing on the Proposed Project;
3. Approve and Recommend that the City Council adopt the Proposed Zone Change Ordinance, applying the Supplemental Use District Zone WLD to the zones of those parcels lying within the Project boundaries identified in the proposed Ordinance Map CPC-2022-3712-ZC (Exhibit B);
4. Adopt the Staff Recommendation Report as the Commission Report on the subject; and
5. Adopt the Findings as recommended by Staff.
