Boosting Citizen Engagement Efforts

One area where there always seems to be room for improvement centers on local government citizen engagement efforts. It’s not easy to capture the attention of busy citizens. However, effective citizen engagement efforts are critical to understanding their needs and to being able to design services to meet those needs.

Here are a few new tools and resources you can use to boost your citizen engagement efforts:

Slideshows Are a Good Thing. Slideshows offer a number of advantages for citizen outreach efforts. First, they can be much more engaging than text-only documents. Second, they are more readily shared through different social media platforms. And, third, they are easier to view on mobile devices, which is where a growing number of citizens are viewing your content. Take a look at King County’s “Top 16 in 2016: King County’s Year in Review” slideshow to see how this can work for you.

Photo-Powered Urban Diaries Enhance Citizen Feedback. The most effective citizen engagement efforts offer citizens a way to “talk back” to their local government officials. With that in mind, a new tool called the “urban diary” takes advantage of the ubiquity of smartphones and cameras to give citizens the ability to contribute feedback to their local government officials through the use of photographic images depicting things that they like or dislike in their communities. This tool can be particularly effective for planning and community development issues where images can greatly enhance the dialogue.

Improving Public Meetings with Technology. Here are several ideas for using technology to improve your public meetings, including instant polling, agenda planners, and virtualized meeting packets. I have been particularly impressed with the effectiveness of web-based instant polling tools like Slido that can be used to receive comments and conduct polls in real time and then to capture that feedback for the record. Citizens want to be heard. These tools offer an effective way to make that happen.

PLANNING AND LAND USE MANAGEMENT and HOUSING COMMITTEES’ REPORTS relative to the feasibility of expanding the Department of City Planning (DCP) Expedited Processing Section (EPS) to include the review of projects with new Environmental Impact Reports (EIR’s).

PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT

Recommendations for Council action, as initiated by Motion (Cedillo – Wesson):

CONCUR with the recommendations in the Housing Committee Report dated February 9, 2016, attached to Council file Nos. 14-0057-S7 and 15-1251.

HOUSING COMMITTEE REPORT

Recommendations for Council action, as initiated by Motion (Cedillo – Wesson):

INSTRUCT the Department of City Planning to:

a. Report within 30 days on the feasibility of expanding the Expedited Processing Section, to include the preparation and review of projects with new environmental impact reports; recommendations should include criteria for development projects to be eligible for expedited service, targets to reduce process time and track progress, and an appropriate fee structure, including the use of outside technical support.
b. Prepare recommendations for revising the California Environmental Quality Act and other State and/or City of Los Angeles environmental regulations to streamline the review of affordable housing developments.

c.  In conjunction with the Los Angeles Housing and Community Investment Department and any other relevant departments, prioritize the recommendations of the HOUSE LA Initiative Motions by which would have the largest impact on increasing the City’s housing stock, including recommendations 7D, 7K, 7L, 7M, and 8C of the joint CAO and CLA Comprehensive Homeless Strategy joint report to the Mayor and Council dated January 7, 2016.

DIRECT the City Clerk to create one Council file for the purpose of consolidating all HOUSE LA Initiative Motions (Council file Nos. 14-0057-S1, 15-1002, 15-1003, 15-1004, 15-1005, 15-1007, and 15-1251) and all forthcoming requested reports.

Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.

LOS ANGELES CITY PLANNING COMMISSION RULES AND OPERATING PROCEDURES

AT CITY PLANNING COMMISSION HEARING 05/25/2017

These rules and operating procedures are adopted pursuant to the authority set forth in Charter Section 506 to assist the Commission in conducting City business consistent with law. Meetings of the Commission are conducted according to these Rules and Operating Procedures and as modified by the Commission from time to time. To the extent possible, parliamentary formality and detail are avoided for the benefit of all concerned. However, Robert’s Rules of Order Revised may be referred to and used for guidance, interpretation, or to supplement these Rules.  (See Rules and Operating Procedures – May 25, 2017)

The Department of City Planning Expands Services to Residents Living in West Los Angeles

Community members living on the Westside of the City no longer need to drive to Van Nuys or Downtown for basic planning services. The City Planning Department has joined City Departments at the West Los Angeles Development Services Center (DSC) to provide a full suite of development services.

Located at 1828 Sawtelle Boulevard, the West Los Angeles DSC provides a variety of planning-related services for businesses owners and residents, including: information about zoning, filing of entitlements and sign-off of permits.

The opening of the West Los Angeles DSC is the first new customer service center in decades for the Planning Department. It will serve more than 1,000 customers each month, providing a convenient point of consultation for projects requiring planning review.

At the public counter, applicants can consult with staff during all phases of a development project. To provide the necessary technical expertise, the West Los Angeles DSC is comprised of experienced professionals familiar with all types of development cases and their assigned geographic area.

In June, the West Los Angeles DSC services will expand services to include appointments for case filing and condition clearance for City Planning Commission, Area Planning Commission, Zoning Administrator, Advisory Agency, and Director Determination cases.

The Office is open Monday, Tuesday, Thursday and Friday from 7:30 a.m. to 4:30 p.m. and Wednesday from 9 a.m. to 4:30 p.m.  (Source:  LA Planning Website)

City of Los Angeles voters approved Measure JJJ in November 2016, which added provisions to the City’s municipal code to require developers of certain residential projects to either provide affordable units or pay an in – lieu fee. Garcetti bans private meetings between developers and planning commissioners

Los Angeles Mayor Eric Garcetti has banned city planning commissioners from meeting or communicating privately with real estate developers whose plans they are vetting, following through on a pledge made last year.

The mayor, who signed an executive directive Thursday to halt the practice, said it would enhance trust in the planning process. Critics have argued that such private meetings tilt city decisions toward politically connected developers.

“We need to bring transparency and accountability to a process that, for too many, doesn’t feel like there’s enough,” Garcetti said. He signed the order two days after L.A. voters reelected him by a landslide and soundly rejected a controversial ballot measure that would have imposed new restrictions on development.

Garcetti had faced criticism for not barring such “ex parte” meetings sooner: The mayor had pledged to do so in a September letter urging AIDS Healthcare Foundation executive Michael Weinstein to abandon the push to pass Measure S, which called for a two-year moratorium on building projects that require zoning changes.

Weinstein has credited the Yes on S campaign for changing the conversation at City Hall and prodding Garcetti and other city leaders toward reform. The mayor insisted Thursday that he had been pursuing key changes before the ballot measure arose, although he acknowledged that banning ex parte communications had come up in talks with Measure S supporters.

Councilman David Ryu, who revived an old proposal to prohibit such meetings last fall, praised Garcetti for his action. “This is a major victory for transparency in local government,” Ryu said, urging the city to press forward with further reforms to limit the political influence of wealthy developers.

The ban signed Thursday applies to members of the city’s Planning Commission and the Cultural Heritage Commission, who are appointed by the mayor, as well as members of area planning commissions. They are prohibited from meeting or communicating privately with anyone about development plans unless they recuse themselves from the process.

Garcetti said that the private meetings or communications would be barred once a development project has been submitted to the city. The only exception, according to the executive directive, is for “scheduling, administrative or emergency purposes” — but only if nothing substantial is discussed and no one gets an advantage from the communication.

But Yes on S campaign director Jill Stewart said Thursday that the ban was too limited, contending such restrictions also should apply to the mayor and to members of the City Council. In a statement, the campaign said that private meetings should be banned before a developer formally files an application because “backroom meetings” could happen earlier.

“Ending ex parte communication only with his planning commissioners will have virtually no positive effect,” Stewart said.

Weinstein called the move an “important first step in beginning to curb the corruption at City Hall,” but he urged the City Council to stop meeting privately with developers as well.

“The people’s business should be done in public view,” Weinstein said.

Garcetti drew a distinction between city lawmakers and the commissioners who hold a “quasi-judicial” role — those who are required to hold a hearing and then make a decision by applying the law to the facts presented there. Last year, Garcetti said city lawyers had advised him that L.A. cannot legally prohibit residents from communicating with their elected officials.

“We hear from all sides, and we should hear from all sides,” Councilman Jose Huizar said at the Thursday news conference.

Some residents are troubled by private discussions involving other city planning officials.
The United Neighborhoods Neighborhood Council — which represents West Adams, Jefferson Park and Arlington Heights — recently raised concerns about an oil company executive communicating privately with a planning department official about the fate of a local drilling site. In a letter to city officials, the neighborhood group argued that the private communications posed a problem that “violates due process and damages us all.”

Garcetti spokesman George Kivork said that the mayor had focused the restrictions on planning commissioners, who decide the merits of a case. The planning department already prohibits zoning administrators from engaging in ex parte communications about cases before them, Kivork said.
It was unclear Thursday whether the mayor’s office had drafted a policy to ensure that Garcetti and his staffers disclose any ex parte meetings on development projects, another step that the mayor told Weinstein he would pursue.

In addition to curbing ex parte meetings, Garcetti directed the planning department to set a schedule for updating the General Plan, which governs development across the city, and reviewing the community plans, which guide what can be built in each neighborhood. The City Council recently voted to draft an ordinance that would require those community plans to be updated every six years, funded by an increased fee on building projects that need special approval from the city.

Although the ballot measure to restrict development failed, “this is not a time when we’re dancing and saying, ‘Hey, we won, we don’t have to do anything,’ ” Garcetti said Thursday.

The City’s diverse and talented workforce is the lifeblood of Los Angeles, providing a
wide array of essential services to all Angelenos. I am committed to maximizing the
wellness and safety of our residents and those who serve them.

I am also committed to other aspects of risk management, including minimizing liability
claims and litigation. Liabilities take many forms, including general liability, vehicle
liability, employment liability, and workers’ compensation liability. The City’s growing
workers’ compensation costs comprise the vast majority of its overall liability costs.

Since I became Mayor, I have taken actions to manage overall risk in ways that are
flexible and meaningful, that focus on the outcomes of risk management, and that utilize
performance indicators and performance-based budgeting. I have met with the Heads
of all City Departments, including the proprietary Departments, to discuss the purpose
and implementation of measures to manage the risk of liabilities and my expectations
regarding managing risk. On an ongoing basis, the Deputy Mayor for Budget and
Innovation follows up with General Managers on their risk-management strategies, and I
include the effective management of litigation risk and workers’ compensation liabilities
in their annual performance evaluations and salary reviews. My staff and I have
consulted with our employee representatives on ways to improve risk management and
employee wellness. We also have worked closely with the City Attorney, the members
of the City Council, and their staffs to address these matters. …

Executive Directive No. 15 – Equitable Workforce and Service Restoration

The City of Los Angeles delivers fundamental services upon which the people of Los
Angeles rely for a good quality of life for our families, the safety of our neighborhoods,
and cultural enrichment for people of all ages. A municipal workforce of more than
40,000 employees is the driving force behind all of that work-from street repairs and
emergency response to libraries and park programming.

Every day across Los Angeles, our workers deliver on the mission to get Los Angeles
back to basics-as we invest and innovate in the core services that our residents,
visitors, and businesses need and deserve. Today, City workers are implementing a
$1.4 billion plan to repair our sidewalks; City workers are paving 2,400 miles of streets
per year; City workers are removing thousands of tons of illegally dumped waste from
our communities; City workers are putting a library card into the hands of every
schoolchild in Los Angeles; City workers are helping residents who are immigrants
become United States citizens; City workers are running youth and adult sports leagues,
concerts, and even a world-class observatory in our neighborhood parks; City workers
are serving hot, well-balanced meals to seniors at senior citizen centers and at
homebound seniors’ homes; and City workers are developing more universally
accessible playgrounds than ever before so that children of all abilities can play side by
side.

That work will continue, but with 46% of the City’s workforce eligible to retire by 2018,
Los Angeles is presented with a challenge: to recruit, hire, and train a new generation
of public servants prepared to reform our service delivery by meeting the technology,
efficiency, and transparency demands of the 21st century. And with that challenge
comes an opportunity to revitalize the ranks of City employees in a manner that aligns
with our obligation to lead on employment equity.

In order to provide good governance to our City, we must be inclusionary and
nondiscriminatory. We must address and provide a platform for those populations who
historically have been underrepresented-among them women and girls.

Equity among people of all genders is essential.

Gender equity requires recognizing and providing equal rights, responsibilities, and
opportunities to all people no matter their sex or gender. Gender equity is not an issue
relevant to just one gender or sex; rather, it is an issue of fundamental human rights.
The recently released Report on the Status of Women and Girls in the City of Los
Angeles confirms that the women and girls of our City have been measurably
disadvantaged. Whether it be social expectations, professional compensation, or
economic opportunities, too often women and girls face undue obstacles. As a City, we
have a responsibility to ensure that City operations reflect and address the needs of all
people of any sex or gender. Moreover, our efforts to ensure gender equity must
include efforts to increase gender diversity on a perceptible level. Gender equity must
permeate every level of City operations-as leaders, employers, and service providers.

The City of Los Angeles recognizes the value of early work experience and the
importance of fostering skill development, education, and economic success. Teens
and young adults are having a harder time finding work in Los Angeles compared to
other large metropolitan areas in the nation. Furthermore, young people often fall
behind during the summer, when school is out. In fact, 10 to 20 percent of students
returning to school in the fall return at a lower level than when the summer began.

The Summer Youth Employment Program has been a key component of the Youth
Workforce Development System for well over 30 years in the City of Los Angeles. In
the summer of 2005, Mayor Antonio R. Villaraigosa, the Los Angeles City Council, and
the Workforce Investment Board, in partnership with the Los Angeles Area Chamber of
Commerce, created the Hire LA’s Youth campaign to provide summer and year-round
employment opportunities for young people ages 14 to 24. Since the campaign’s
inception, over 85,000 youths and young adults have been employed by private and
public-sector employers. Helping young adults gain the skills needed to compete in the
workforce is one of the most powerful tools for expanding opportunities for City
residents, and summer jobs are a critical entry point on the continuum to long-term
employment success.

Summary

In December 2013, the Mayor issued Executive Directive 3, directing all City
departments to post online data collected or generated to promote the transparency and
accountability of all city government processes. Through the Mayor’s Performance
Metric page and the City’s Open Data Portal, the public can track the progress of
municipal agencies in fulfilling their commitments as well as develop greater insight into
the functions of LA City government.

The Department of City Planning was asked to prepare two sets of data metrics. The
first evaluates the Department’s development review processes by focusing on the
number of entitlement cases filed and completed. The second set of metrics, which is
the focus of this introductory report, will focus on the evaluation of long-range plans and
land use policies. Three metrics have been established by the Department, in
collaboration with the Mayor’s Office, to examine progress within three critical areas:

1. Average Daily Vehicle Miles Traveled Per Capita (VMT)
2. Affordable Housing Created Through Land Use Actions
3. Development Located Near High Quality Transit Stops

The DCP Citywide Policy Planning Performance Metric Report will be produced on an
annual basis. The Report will look at local development trends regarding affordable
housing and transit-oriented development over the course of the prior calendar while VMT data will lag a year behind due to the availability of data. This first performance metrics report will be longer than future reports, as it will attempt to provide some background and context around the selected metrics, as well as a brief analysis of past trends.

The Department aims to not only use the metrics to examine the effectiveness of
citywide ordinances, plans and policies, but also as a tool to review population and
employment shifts. 8y identifying key units of measurement, the City can identify
emerging trends and more effectively implement desirable planning policies. …
